Liberals: If global warming is real, why aren't countries doing anything about it?

Countries are constantly looking out in their best interest and how to sustain themselves for as long a period as possible. Global warming implies that there is an international threat, but why aren't countries acting and imposing regulation? Is it because it is nothing more than an environmentalist fantasy to try and tax hard-working citizens even more?
