What happens when a gas station photocopies a fake id?

From my understanding, using a fake id can get you charged with identity theft. I don't know why they would photocopy it. In the state where I live, if someone confiscates a fake id being used for the purchase of controlled substances they get rewarded ($) by the state. So I think that if the attendant had intentions of reporting anything he would have confiscated the id.
